How to subscribe by mail?

1. Fill in and print the duly completed and signed youth subscription form: Download

2. Attach a recent passport photo from the front, framed on the clear face, bare head and on a plain and light background in case of creation, renewal of the TCL or Oùra card, if the card expires on 08/31/2026.

3. Payment method Enclose payment according to chosen formula:

For "Unlimited, by Monthly Direct Debit"

For "1 month" and "annual" formulas:

  • By cheque (payable to TCL RU)

A €5 card fee must be paid for any request to create a TCL card. For the unlimited monthly direct debit formula, the €5 will be deducted.

4. Attach the necessary supporting documents:

For pupils on scholarship, SEGPA, ULIS, IME, ITEP or receiving AEEH:

  • A proof of address (less than 3 months old), the interested party must reside in one of the communes served by the TCL network

  • The original 2026/2027 final or provisional scholarship award notification from the academic inspection issued by the school

    Or the TCL form " justificatif donnant droit à un abonnement Solidaire Réduit " issued by the educational establishment

    Or the attestation or notification sent by the MDMPH for students receiving AEEH only

For students aged 26 and 27:

  • A proof of schooling
  • A proof of scholarship from CROUS or the Region (if you are a scholarship student)
